Certification of windows until 2010 was mandatory, window units and double-glazed windows were subject to mandatory certification in the GOST R certification system. On January 26, 2011, the Decree of the Government of the Russian Federation “On Amendments to the Decree of the Government of the Russian Federation of December 1, 2009 No. 982” came into force. Now glued double-glazed windows for construction purposes, window and door balcony blocks made of PVC, wood and wood-aluminum are from the list of products subject to certification.
moved to the list of products subject to
mandatory declaration.
Previously issued certificates are valid until their expiration date. There is no need to register a declaration for previously certified products. The manufacturer can also conduct additional voluntary confirmation of product safety, obtaining a voluntary certificate of conformity to GOST R.
Declaration and certification of window and balcony door units is carried out for compliance with the requirements of the following GOSTs:
- certification of plastic windows (made of PVC profiles) and declaration in Russia is carried out for compliance with GOST 30674-99;
- certification of wooden windows is carried out for compliance with GOST 24700-99;
- certification of double-glazed windows for compliance with GOST 24866-99.
- certification of wood-aluminum windows for compliance with GOST 25097-2002;
- certification of windows made of aluminum alloys for compliance with GOST 21519-2003.
A mandatory document for the sale (production) of window and balcony door blocks made of polyvinyl chloride profiles, wood, wood-aluminum and aluminum alloys is the declaration of conformity, and not the certificate of conformity!
Declaration of conformity for windows
is a document confirming the safety of windows in accordance with all established requirements and standards. Unlike certificates, the declaration is drawn up on a standard A4 sheet and drawn up on behalf of the customer company (that is, the certification body and the declarant share responsibility for the information provided in the certification document in half), and not on a standard form (the certificate form is filled out by the certification body and all It is he who bears responsibility before the law). Declaration and certification of windows is carried out in an accredited certification center (an officially registered organization that has state accreditation from Rosstandart), which in turn, after conducting certification laboratory tests, issues a certificate or declaration of conformity. The accredited certification center where the declaration of conformity is registered assigns a declaration registration number, which contains the code of the certification body and the serial number of the declaration of conformity itself. The declaration of conformity has legal force on a par with the certificate of conformity and is valid throughout the Russian Federation. Declaration of conformity is a document in which the manufacturer certifies that the products supplied by him comply with the requirements of regulatory documents. The declaration procedure is practically no different from product certification; the only difference is the forms on which these documents are drawn up. The document can be registered for a period determined by the manufacturer or supplier of the product, based on the planned release date of the product or the validity period of the shipping documentation, but as a rule, no more than 5 years.
A voluntary certificate for windows is most often issued as an addition to the declaration of conformity, since business partners, buyers and even the consumer himself can request it. Issued for a period of no more than 3 years.
Expert I.V. answers the most pressing questions on a given topic. Ilyin in the magazine “Translucent Constructions” No. 1 2012.
1 Question: “Is it legal for consumers to present a certificate of conformity for products that are subject to mandatory declaration of a certificate of conformity?”
Answer: “Yes, the consumer has the right to ask you to provide a certificate in addition to the declaration of conformity, and, if it is missing, to purchase the product from someone who has it. The declaration of conformity is accepted by the product manufacturer, and the certification body only registers it. In turn, the consumer of the product has more confidence in products that have passed the certification procedure; in this case, the conformity of the product is confirmed by the Certification Body, a third party independent of either the manufacturer or the consumer of the product.”
2 Question: “Is it necessary to provide a document confirming compliance with fire safety requirements for polyvinyl chloride profiles for window and door units or products made from them to prepare documents confirming compliance in the GOST R system?”
Answer: “Yes. When registering a declaration of conformity and/or issuing a certificate of conformity, it is necessary to submit a document confirming compliance with fire safety requirements. Federal Law No. 123-FZ of July 22, 2008 approved the “Technical Regulations on Fire Safety Requirements.” Decree of the Government of the Russian Federation dated March 17, 2009 No. 241 approved the list of products subject to mandatory confirmation of compliance with the requirements of the Federal Law “Technical Regulations on Fire Safety Requirements” (amendments and additions to it dated March 17, December 8, 2010) If the products are included in the list products that are subject to mandatory confirmation of their compliance with the requirements of the Federal Law “Technical Regulations on Fire Safety Requirements”, a document confirming compliance with fire safety requirements must be issued for it. And this applies not only to products manufactured abroad and imported to Russia, but also to products manufactured on the territory of the Russian Federation. In accordance with Article 145, paragraph 7 of the “Technical Regulations on Fire Safety Requirements,” products whose compliance has been confirmed with fire safety requirements are marked with a market circulation mark. If the products are subject to the requirements of various technical regulations, then the mark of circulation on the market is affixed only after confirmation of the compliance of these products with the requirements of the relevant technical regulations.”
3 Question: “The customer asks to provide test reports for the ordered products, but the products specified in the certificate, declaration and protocols were tested with other types of double-glazed windows. Testing products with all available types of double-glazed windows is unrealistic and very expensive, and to fill out a product passport, specific indicators are also needed, what to do?”
Answer: “Testing products with all the double-glazed windows available today is really expensive and no one can guarantee that other types of double-glazed windows won’t appear tomorrow and that they will be of interest to the customer. Today GOST 26602.1-99 “Window and door blocks. Methods for determining heat transfer resistance”, Appendix B - allows you to obtain indicators using a calculation method, and specialists from our organization can make all the necessary calculations and document the results obtained.”
Regulatory aspects
Window and door balcony units, including ordinary windows and double-glazed windows, are subject to declaration. This is reflected in Government Decree No. 982. The procedure is carried out in the system of national standards GOST R in order to check whether the regulated products meet the requirements of current standards, namely:
- GOST 24866-99 – double-glazed windows;
- GOST 24700-99 – wood products;
- GOST 30674-99 – structures made of plastic (PVC);
- GOST 21519-2003 – window blocks made of aluminum and its alloys.
According to the provisions of Federal Law No. 123, fire windows that are designed to provide protection (for example, glass partitions) in the event of a fire must meet requirements regarding resistance to open flame. In this regard, such structures must have a fire certificate.
What information does the GOST R declaration include?
The document contains information about the manufacturer and the applicant (name of the enterprise, legal and actual address, details). The permit is drawn up on a blank sheet of “office” A4 format, which contains information about the main technical characteristics of the product (light transmittance, thermal conductivity, sound insulation, etc.), and data from test reports are indicated. The document also lists all available permits for goods and a list of GOSTs, the requirements of which were taken into account during their production.
The GOST R declaration applies only to the territory of the Russian Federation. The document can be obtained for up to 3 years. It is necessary for the legal conduct of business: the manufacture and sale of window structures and their elements.
Administrative responsibility
The absence of the necessary permits is a reason for control authorities to apply sanctions against the violator under administrative liability. The manufacturer’s activities will be suspended, manufactured products will be confiscated, and a fine will be imposed on the company. If during inspections representatives of regulatory services reveal such a violation as the absence of protocols with the results of independent examinations, the entrepreneur will also face liability in the form of penalties.

Certificate for PVC windows
PVC windows (made of polyvinyl chloride) or otherwise plastic windows have rapidly burst into our reality and have already significantly displaced traditional wooden windows in the Russian construction market. But before deciding to install specific products from a particular manufacturer, the buyer is recommended to determine whether this product has a certificate for PVC windows required by Russian law. We list the permits that are required for plastic windows and their components:
- voluntary certificate of conformity in the GOST R system or other officially registered conformity assessment system of the Russian Federation;
- mandatory declaration of conformity for window units, issued in the GOST R system;
- fire certificates for PVC profiles in the manufacture of double-glazed windows and the window blocks themselves;
- fire certificates for components when installing windows indoors;
- sanitary (hygienic) certificates for PVC windows, components when installing windows indoors;
- sanitary certificates for fittings used in window units.
These are the only windows you can install in your home without risking the health and lives of loved ones.
Certificates for PVC windows
Sanitary (hygienic) certificates for PVC windows must be issued by Rospotrebnadzor, which is regulated by the Decision of the Customs Union No. 299 of May 28, 2010. This document is evidence that all materials used in the design in question comply with the uniform sanitary and epidemiological requirements of the Customs Union.
Sanitary certificates for fittings used in window units are also issued after checking product samples for compliance with the maximum permissible sanitary safety characteristics established by the Commonwealth of the three countries.
Fire certificates for PVC windows in the manufacture of double-glazed windows and the window units themselves, as well as for components, must be issued by the manufacturers of these goods in the fire safety certification system (Ministry of Emergency Situations certificates). They indicate that if a fire occurs in the room where the tested window units will be installed, there is a minimal risk of poisoning from the suffocating gases generated when the structures burn.
A mandatory declaration of conformity for window units, drawn up in the GOST R system, can only be issued by a certification body that is accredited by Rosstandart.
All of the above documents must be provided during the compliance confirmation procedure in this system.
Voluntary certificate for PVC windows
A voluntary certificate for PVC windows in the GOST system today is almost mandatory for registration for any construction product, because This market is very competitive and a significant number of products are provided. The buyer is guided, first of all, by the availability of mandatory and voluntary documents received from certification bodies.
Registration of a sanitary certificate for PVC windows
A sanitary certificate for PVC windows, as a rule, is not issued in such a way that it describes window blocks or windows made of polyvinyl chloride as products. But nevertheless, the legislation provides for strict requirements for hygienic certification of windows, using confirmation of compliance with all materials and components from which the window unit is assembled separately. Thus, the following window design elements are subject to mandatory hygienic certification:
- each PVC profile, which is used for the manufacture of double-glazed windows, the window unit itself and components for stationary installation of the unit (window sill, drains, bevels and other structural elements);
- Double-glazed windows, already assembled, are subject to hygienic certification and the issuance of an Expert Opinion from Rospotrebnazdor.
Check procedure
To obtain a declaration and certificate for double-glazed windows for PVC windows, an entrepreneur should contact for help. The conformity confirmation procedure consists of the following steps:
- filing an application;
- preparation of a list of necessary documents;
- conducting laboratory tests of product samples and drawing up a protocol;
- execution and registration of the declaration in the unified register of the FSA (the certificate is registered in the internal register of the body that issued the document);
- transfer of finished documentation to the customer.
Certificate for plastic windows
Currently, for products such as building materials, confirmation of sanitary and epidemiological safety occurs in accordance with the legislation of the Customs Union on the basis of the decision of the Customs Union No. 299 of May 28, 2009. In this case, an Expert Conclusion is issued. To carry out this procedure in Russia, the applicant needs to contact the hygienic certification body of Rospotrebnadzor at the location of the manufacturer or importer of the product. Only the presence of sanitary certificates for all components of window units allows the installation of windows on the territory of the member countries of the Customs Union. Such window blocks can be used for finishing medical institutions, preschool children's institutions, public catering facilities and for other premises and buildings where Russian legislation establishes increased sanitary and hygienic requirements for finishing and construction materials (in buildings and structures of categories A, B and IN). Hygienic certification can be voluntarily passed by a manufacturer whose final product is window units. Such a certificate helps to attract the attention of product buyers. It is an important argument for the safety of the product.
Certification of plastic windows is mandatory, because The bulk of polyvinyl chloride (PVC) windows, which are plastic windows, are currently produced in the form of window blocks using double-glazed windows. Based on PP No. 982 dated December 1, 2009, these products are required to receive a certificate for windows in the form of a declaration of conformity.
Plastic ones have a number of significant advantages compared to wooden ones, which were previously installed in residential and public buildings:
- look neat and beautiful in comparison with ordinary wooden windows;
- sealed;
- protect the room from noise and dust penetration;
- open in any direction;
- practical;
- practically do not break;
- allow you to regulate air circulation in the room;
- help reduce heat loss in the room;
- easy to install and use.
Sanitary certificate for plastic windows
This type of window certificate is not required for registration of windows or window units. But for profiles and double-glazed windows that are used in the manufacture of blocks made of plastic and wood, expert opinions from Rospotrebnadzor must be issued.
This requirement was established by the decision of the Customs Union No. 299 of May 28, 2010, and is implemented by including products made of PVC and other plastics in the list of mandatory confirmation of compliance with the uniform sanitary requirements of the Customs Union.
Previously, a sanitary certificate for PVC windows was received in the form of a sanitary-epidemiological report, but as of July 1, 2010, such a document is no longer issued in the Russian Federation.
The sanitary requirements of the Union provide for the following characteristics of plastic profiles used for interior decoration, such as:
Conclusions from the table
Based on the information in this table, we can conclude which fire tests and for which finishing materials should be carried out without fail. For example:
- For paints (varnishes, enamels), wallpaper and PVC panels, the following are determined: flammability, flammability, smoke, toxicity.
- For carpet, laminate/parquet and linoleum, determine: flame spread, flammability, smoke, toxicity.
- It is worth noting that for fire-retardant paint it is also worth determining the flame propagation group.
- For manufacturers/sellers of carpets (carpets), Table 30 of the Technical Regulations will also be relevant.
